About State Representative Devin Carney

Proudly representing the 23rd District, serving the towns of Lyme, Old Lyme, Old Saybrook, and Westbrook.

Now in his fifth term, he serves on the Education, Finance, Transportation, and Screening Committees. Within the Finance Committee, he serves as the Ranking Member of the Transportation Bonding Subcommittee. At the beginning of the 2023 session, House Minority Leader Vincent Candelora named Carney to caucus leadership as House Republican Policy Co-Chair.

Rep. Carney also serves as Treasurer of the Board of the National Caucus of Environmental Legislators and is active within the Millennial Action Project, serving as co-chair of Connecticut’s Future Caucus. He also is an active member of the bipartisan Tourism Caucus and is a former co-chair of the bipartisan Clean Energy Caucus.

Over the years, Rep. Carney has received recognition from various organizations, including receiving the “Rising Star Award” from the Millennial Action Project, being named a Thompson Fellow by the Council of State Governments, receiving the “Legislative Service Award” from the Connecticut Counseling Association for his work on mental health and addiction legislation, and receiving the “Town Crier Award” from the CT Council of Small Towns for his advocacy.

Carney is a lifelong resident of the 23rd District and graduated from Old Saybrook Public Schools and went on to graduate from Brandeis University.

Devin was raised in Old Saybrook and has lived in the 23rd District most of his life. He is pictured here with his mother, Debra, and sister, Shaine.

Carney volunteers his time with many local organizations including serving as a member of The Katharine Hepburn Cultural Arts Center Board of Trustees, the Board of Saybrook Senior Housing, the Board of Riverside Cemetery, The Rotary Club of Old Saybrook, and the Greater Old Saybrook Chamber of Commerce.

In addition to his time in the legislature, Carney works in finance at John A Bysko Associates in Old Lyme.

State Representative Devin Carney is running for re-election to continue his effective leadership for the 23rd district. His top priorities include fighting inflation and controlling wasteful government spending to ease the financial burdens on families and businesses.

Rep. Carney is committed to pursuing policies that drive economic growth, create good-paying jobs, and expand opportunity for all. He will continue working across the aisle to build political consensus and unite communities.

  • WORKED across the aisle to improve senior services, make our roads safer, combat the opioid crisis, protect the environment, and increase access to vital medications.

  • ADVOCATED for ratepayers and small businesses by stopping proposals that would increase energy costs.

  • STOOD UP for our local schools, students, and teachers by opposing unfunded state mandates that will hurt the quality of our public education.
